In the opening Editor’s Column informs the readers of the recent changes in the time-table of the proposed voyage to Istanbul and the new (substantially reduced) prices.

The column Towards the XXI World Congress of Philosophy provides general information about the theme and program of the Congress and other relevant issues.

The column Summing Up the Third Russian Congress of Philosophy now concludes publication of the Congress materials. Published in this issue are two of the plenary session papers, viz. Self-developing Systems: New Strategies of Activity by Academician V. S. Styopin, President of the Russian Philosophical Society (Moscow) and Humanism and the Future of Russia by Pr. Yu. G. Volkov (Rostov-on-Don) (both abridged).

The Informed Opinion column presents an interview with Pr. Ye. V. Semyonov, Head of the Russian Humanities Fund, titled Philosophy Requires Freedom, with information about the Fund’s activities, their support of philosophical research and their travel grants for Russian participants of the XXI World Congress.

Information from the RPhS Regional Branches and Organisations concerns the conference on The Demographic Situation in the Slavic World and the Future of Russia homed by the International Community of Writers’ Unions (Moscow); a debate in the Philosophy Café (Krasnoyarsk) on freedom of moral choice under contemporary circumstances; The Third Minasyan Readings Is Dialectic Still Relevant? in Rostov-on-Don.

Events and Comments inform of the conference on Professional Associations in Russia and Optimisation of the Scholarly and Academic Activities (Moscow); the international workshop held at the International Roerich Centre-Museum to discuss issues of cosmic Weltanschauung; the regular seminar on the philosophical legacy of V. S. Solovyov and the International Conference on Russia and Europe in the 21st Century and the Legacy of V. S. Solovyov (Ivanovo); on the memorable 100th session of the philosophical seminar on Contemporary Quest for World Outlook (Ufa).

The official Election in the Russian Academy of Sciences informs of the newly elected RAS members (the section of philosophy, social sciences, psychology and law)

The Floor to the Academician column publishes article On Ethical Education by the newly elected full member of RAS A. A. Guseinov (Moscow).

The Problems of Teaching Philosophy column publishes an interview with Pr. V. V. Mironov, Dean of the Philosophical Faculty, Moscow State Lomonosov University, and Vice-Pesident of the Russian Philosophical Society, titled Without State Support Philosophical Education in Russia Is Doomed; article by Pr. R. F. Abdeyev, Moscow State Baumann Technological University, titled High School Philosophy Must Keep Abreast of Contemporary Science; information by Associate Professor P. A. Olkhova (Tynda) about teaching of philosophy and philosophical research in Tynda; articale by Associate Professor V. D. Zhirnov (Moscow) titled ‘Circumcision’ of Philosophy Is Counterreasonable Ideology.

Discussion of Topical Issues (of the relation between philosophy and religion, philosophy and theology) continues with Philosophy and Contemporary Humanitarian Education by Pr. Yu. M. Khrustalyov (Moscow).

The Raising a Problem column publishes an article On the Specifics of Anthropoecological Education by Pr. V. A. Kobylyansky (Chita).

The Free Word Club presents a review of recent discussions of Whether Philosophy Is Needed Today? that dealt with the crisis of Russian and world philosophy, possible ways out, the role and significance of philosophy in contemporary society. The discussion was joined by a number of notable philosophers and leading figures in other branches of knowledge from various research institutions and universities.

The Global Studies section presents analysis of Georgia in the Process of World Globalisation by Associate Professor V. A. Kvaratskhelia (Tbilisi, Georgia).

Published By Way of Discussion are papers On the Relation of Notions of Being and Non-Being by V. L. Kissel, Chairman of the RPhS section of Wissenschaftslehre (Moscow); Informational Rationality by Associate Professor V. Yu. Kolmakov (Krasnoyarsk); A Taste for Life by T. I. Dombrovskaya (Kursk).

In Responses to Our Publications G. B. Lesovik, Doctor of Physics and Mathematics and Chairman of the RPhO secion of Esoteric Philosophy, Metaphysics and Psychology presents his opinion On the Scientific and Mystical Methods of Understanding Reality.

The Fortunes of Philosophy column publishes response of Pr. V. F. Druzhinin (Moscow) to An Examination One Ought to Pass by A. A. Krushanov (RPhS Bulletin No. 2, 2002) and Who Cares for Such a Philosophy? by I. A. Gobozov (RPhS Bulletin No. 3, 2002).

The Important Talk section consists of two papers, one by Associate Professor I. A. Malkovskaya (Moscow) dealing with Symposium: Communication and Dialogue As Means of Human Representation; the other, by Associate Professor I. V. Fedorovich (Syktyvkar), with the course on Universal History.

The new section Presenting the Faculties of Philosophy is dedicated to the Faculty of Philosophy of the Russian State University of Humanities (Moscow).

By way of Pursuing the Subject, E. I. Sorkin, Chair of the Seminar on The Foundations and the Framework of Knowledge, Yu. P. Trusov School (Moscow) comes up with ‘Problem Fields’ of Science and Religion.

Mentioned as Noteworthy is information on the forthcoming Russian national Conference on Youth and the Future Russia (Moscow).

We also provide information on the RPhS membership and membership fees in 2003. It is explained that the Russian Philosophical Society counts as its members only those who have paid the yearly membership fee and have been consequently included in the current year membership list. They henceforward enjoy all the privileges of the Society members, including subscription to the RPhS Bulletin. Full membership lists are published yearly in RPhS Bulletin No. 3 for the year in question; additions to the membership lists, in RPhS Bulletin No. 4.
